National Development and Reform Commission (NDRC): The upcoming legislation in China’s intelligent automobile area will standardize public road tests and regulate duty allocation of drivers
Recently, Wu Wei, head of Department of industry coordination of NDRC, announced in Tianjin that according to the needs of the rapid development of intelligent automobile industry, NDRC is organizing the draft of the national innovative development strategy for intelligent vehicles. The strategy is aimed at becoming the program of action which can lead the development of intelligent automobile industry in China. Besides, legislation in this field is speeding up in order to standardize public road tests and regulate duty allocation of drivers.
15 enterprises are listed in the “Technical-innovation board” market
The other day, 15 enterprises of the sixth batch were listed in the “Technical-innovation board” market in Shanghai Equity Exchange. So far, the total number of enterprises listed in the “Technical-innovation board” market in Shanghai Equity Exchange has reached 137. Among these 15 enterprises, 12 of them are engaged in the major fields of scientific and technological innovation according to the national “13th Five Year Plan” or the “13th Five Year Plan” of Shanghai. 5 companies win titles such as “High tech enterprise”, “Professional, refined, special and innovative company” as well as “Certified software enterprise and software product provider”. These 15 companies have gotten 12 patents for invention, 73 patents for utility models, 18 design patents and 32 software copyrights. As a direct financing platform for small and medium scientific startups, the satisfaction rate of financing for companies listed in the “Technical-innovation board” market ranks top compared with similar markets.

Chinese scholars developed a recyclable pesticide
A project team led by researcher Wu Zhengyan from Institute of Technical Biology & Agriculture Engineering of Heifei Institutes of Physical Science, CAS recently developed a recyclable pH controlled-release pesticide which can significantly improve the efficiency of pesticides, reduce the dose of pesticides and mitigate the agricultural non-point source pollution caused by pesticides. The result is published on the famous international journal Chemistry Engineering.

Students in National University of Defense Technology developed an anti “black flight” system
Recently, “the passive detection and positioning system against micro unmanned air vehicles” developed by postgraduate students from National University of Defense Technology won the special team award in the national final of the 12th Chinese Postgraduate Electronic Design Competition. This system is special for it can receive the remote signals from MUAV by a passive way to search, locate and track MUAV and its operators and correctly mark the positions on electrical maps to interrupt, make crash landing of or expel “black flights” of MUAV, so as to stop “black flights”.
Shanghai universities should seize the opportunities to implement measures to become top universities in the world

After the comment “More Shanghai universities should stand in the forefront of the world” is published on our platform yesterday, it led to heat discussions among presidents and professors from Shanghai universities. A president said that Shanghai needs to build some high-level universities during establishing the science and innovation center with global influence. But there is an obvious gap between the reality and the vision. Shanghai should make catching-up goals and seize the opportunities to implement improvement initiatives. A famous professor of East China Normal University pointed out that the experience of Soochow University developing from an inconspicuous local university to a university entering the top-500 list should be learned by Shanghai Municipal Government and universities. Hong Kong University of Science and Technology (HKUST) entered the world’s top-100 list only 10 years after its establishment, which provide many important lessons for us.
Therefore, we make the following suggestions. First is to make catching-up goals as soon as possible. Shanghai should focus on the key construction points and leverage its advantages and correct its disadvantages to accelerate the development. Second is to work closely with the establishment of a science and innovation center in Shanghai. Only demands can invoke bigger internal drive force, fully motivate enthusiasm and creativity in all walks of life and attract more powerful supports from the government. Third is to seize the opportunities to accelerate the speed of catching up. HKUST becomes the world’s 58th place only 10 years after its establishment, which indicates us to keep moving forward while other universities keep taking higher places in the world. So we can’t only shout slogans. Fourth is to attract more talent which is the key of the competitions among universities. We really should attract talent from all over the globe, making them willing to work in Shanghai and play their roles in long-term constant cooperation and innovation. Fifth is to closely follow frontiers and hot spots of world’s science and technology. The important experience of HKUST is to aim at global technological frontiers and organize world’s top talent, which is also the key to tackle scientific and technological problems. Sixth is to promote the transformations of the results of science and technology so as to continuously provide the latest scientific innovation results for economy development.
Let’s work together to build more top universities with global influence for the development of Shanghai.
